The FCC has released a set of proposed rules for new community radio stations, asking for public comment on the proposals. That release begins the final rulemaking procedure which must be completed before the agency can accept applications for new stations. Details on how to file your supporting comments forthcoming tomorrow.
Today the FCC announced that the agency will make room for a new wave of local stations, by clearing a backlog of over six thousand pending applications for FM translators. The decision will allow for the first new urban community radio stations in decades. More details coming later today.

March 21 FCC Action on Translators and LPFM Proposed rules

On The Agenda: R&O to implement a market-specific FM translator processing scheme, adopt application caps to prevent trafficking, and modify policies to expand opportunities to rebroadcast AM stations on FM translators. Read More: http://ping.fm/WYfYh
The FCC has prevented an FM station from doing a metro "move-in".

The issue is whether the change would result in a preferential arrangement of allotments in comparison with its current service. The FCC agrees with the LPFM. Read More: http://ping.fm/NtWPU

"Low-power FM stations are small, but they make a giant contribution to local community programming," he said in a statement. Notably, the act may make it possible for some low-power outlets to sprout up in urban areas, where they
could reach more listeners than a station like KOCZ does. Now it is up to the F.C.C. to start accepting applications for new licenses. http://ping.fm/Hmrzr
The FCC is taking a step towards eventually adding more low-power FMs to the dial later this year.

At its March 21 public meeting, the agency plans to consider a Report & Order detailing how it will handle FM translator applications that have been pending since 2003 and consider a Notice of Proposed Rulemaking on LPFM. http://ping.fm/8aSaz
